The PNCR notes with concern the reports of severe flooding in several regions of Guyana, including Region 5 and 9. We urge residents in flood-prone areas to take every precautionary and preparatory measure to reduce inconveniences and loss of property. At the same time, we put the government on notice that natural disaster management plan must focus on pre-emptive, preparatory, and preventative measures. While heavy rainfall and river overtopping make some flooding in Guyana inevitable, a national flood response plan must not be reduced to PPP officials touring flood-hit areas to share out garden tools with DPI camera crew in tow.
Pre-emptive and preparatory measures must include, for example (i) the clearing of canals, (ii) the servicing of drainage pumps and kokers, and (iii) ensuring the Civil Defense Commission is proactive and not only involved in rescue and relief missions.
