The Environmental Protection Agency (EPA) & Exxon Mobil have no respect for the rules and regulations of Guyana. According to Mangal Joly, the EPA has failed to follow the procedures set out in the Environmental Protection Act and the Environmental Impact Assessment Regulations, which require an EIA to be completed before any public consultations are held.
